Ban or bug?
In the comments on the telegram channel ozonru came across an interesting feature. Suddenly it turned out that I could not respond to messages from other users.If you select the "Reply" option or (on a smartphone) in the message list, swipe a message left to quote it, after sending a message with a quote, it freezes. An exclamation mark appears next to the message, meaning that the message was not delivered and there are options “Resend”, “Cancel sending message (Delete)”. I can't answer anyone. The first thought that comes to mind is “Blocked by the moderators” (I’m not the only one who encountered the problem and made hasty conclusions).
However, it immediately turned out that I could still add comments without quoting. I can write comments in chat, but I cannot reply to messages from other commenters. If this is a ban as a punishment and a desire to turn a person off the air, then it’s very strange. It’s easier to just block a person in a chat so that he doesn’t have the opportunity to write at all.
Moreover. I switched to another Telegram account from which I had not entered that chat before (obviously, this account could not have been banned earlier) and tried to respond to any message. The result is the same.

I tried to reproduce the problem on my channel, where there is a commenting function.
I wrote to my chat from my main account (group admin). From his other account (the user) he answered himself. Everything is fine.
From the account, the Administrator began to look for what restrictions I could impose on the User, other than a simple block. Anything on the topic of “ban on quoting, ban on replying to other people’s messages.” There is nothing like that in the settings.
From the account, the Administrator deleted the message from the User's account from the chat. After this, Telegram immediately prompts you to select an action: “Delete all messages of the User”, “Complain”, “Block”. The only applicable option was “Block”, which is what I chose.
After that, when I tried to enter the comments on the channel from the “User” account, a blank wall appeared in front of me. I just couldn't open the chat. Not only could I respond to other people’s messages, I couldn’t write my own or even read them.
After that, I had to return to the Ozone channel and declare that the assumption I had made earlier that moderators were blocking for no reason was wrong.
More like some kind of bug in the messenger (assumption) somehow related to fine-tuned chat settings and (possibly) the history of user actions, something about permissions for chat users and the types of allowed files and the application’s reaction to them. In the Ozone chat, users are prohibited from attaching different types of files. Recently there were updates to the application after which quoting in chats began to look different. Not a fact, but it is possible that the reason is somewhere here.
Possible solution to the problem
Be that as it may, reinstalling the application helped. I received a hint from one of the users of the same chat.I quote:

I deleted the application from my smartphone and installed it again. After that I was able to respond to another person's comment.
What’s even stranger is that after this I was able to respond (from the same account in the same chat) to comments from another smartphone, where I did not reinstall the application today. At such moments you feel completely out of touch with reality. However, I don’t remember if this smartphone had such a problem; I rarely use it).
In general, either someone somewhere is playing a cruel joke (a reptilian conspiracy, a glitch in my matrix), or we are dealing with some very strange bug in the Telegram system. If you encounter a similar problem and can add something, please write in the comments.
