Glowing cloud, UFO in Siberia and what is the Blue Beam project

Interesting video from Siberia, Yakutia, Russia (see below).
Local residents filmed some kind of glow in the night sky. A cloud from which light comes.
As befits a video with a UFO - it is in the worst possible quality)) well, at least in this capacity I met him, perhaps after several reboots from platform to platform.
